In Ukraine, people with disabilities are entitled to benefits – their amount for civilians is calculated individually and depends on the length of service and the basic pension that the person should receive based on age.

At the same time, the state program “Winter Support” will soon be launched to help citizens during the 2025-2026 heating season. Special attention is paid to people with disabilities who need additional financial support, writes “On Retirement.”
According to it, people with disabilities will receive one-time payments, and for certain categories of citizens, increased assistance of up to UAH 6,500 is provided.
Funds will be automatically deposited into accounts or virtual cards, and they can be spent on medicines, utilities, or winter clothing.

In particular, the government decided to provide a one-time assistance of UAH 1,000 to all citizens, including people with disabilities.
The funds received can be directed to:
- purchasing medicines or books;
- payment of utility bills;
- charitable contributions to support the Armed Forces of Ukraine.
Which participants in the government program will receive increased payments?
The Ministry of Social Policy, Family and Unity explained that some categories of citizens will receive larger amounts – UAH 6,500 each.

These include:
- children with disabilities, children in foster families and family-type orphanages;
- people with group I disabilities among internally displaced persons.
In addition, increased payments are provided for children under guardianship or care, for low-income children under 18 years of age, and single pensioners who receive a care allowance.
How to get money and what you can spend it on
Payments will be assigned automatically — the Pension Fund will independently determine the right to assistance and transfer the funds to a current account with limited use or to a virtual “Diya.Kartka”.

In total, the program is expected to reach over 660,000 people, and the government has allocated UAH 4.3 billion for its implementation. The money can be used for winter clothing, shoes, medicines, or vitamins.
The payment period is 180 days from the date of funds being credited.
We also recall that some people with the third disability group have the right to receive UAH 10,491.96 per month.
