At least 48 hryvnias per hour: what will be the “minimum” in 2026

In the summer, it became known about the plan to increase the minimum wage in Ukraine from January 1, 2026 to 8,688 hryvnias. However, due to the negative forecast for the duration of the war, the Cabinet of Ministers decided to make it 39 hryvnias less.

At the same time, the minimum wage in Ukraine for 2025 has been approved at UAH 8,000 per month or UAH 48 per hour of work, writes “24 Channel”.

This figure is the same for all workers across the country, regardless of region or field of activity. This means that any officially employed worker who performs the monthly work norm must receive no less than the specified amount. If the employee's salary is lower, the employer must make an additional payment.

At the same time, economists note that an employee who receives the minimum wage actually receives 6,160 hryvnias after paying taxes.

At the same time, there is some “confusion” regarding the minimum wage in 2026: the government set a minimum wage of 8,647 hryvnias in the draft budget for 2026. The Ministry of Finance also provided for the same minimum wage of 8,647 hryvnias in its letter No. 04110. But in the Budget Declarations for 2026-2028, the minimum wage for 2026 was predicted to be 8,688 hryvnias.

In addition, the OBOZ.UA publication draws attention to the fact that in the calculations of the subsistence minimum as of the summer of 2025, the figures are already significantly higher than the minimum wage and minimum pension that the government plans to establish for next year.

In addition, in the Government Resolution No. 946 of August 6, “On Approval of the Forecast of Economic and Social Development of Ukraine for 2026–2028,” the new forecast of economic development is based on two possible scenarios:

  • optimistic — from 2026 the security situation will improve significantly;
  • Pessimistic — full-scale military aggression from Russia will continue.

The optimistic scenario assumes an increase in the nominal average monthly salary to the following indicators:

  • 2026 — 30,240 UAH;
  • 2027th – 35,268 UAH;
  • 2028th – 39,758 UAH.

If the second scenario comes true, the average salary of Ukrainians will be:

  • 2026 — 30,032 UAH;
  • 2027th – 34,808 UAH;
  • 2028th — 39,436 UAH.

Accordingly, the size of the minimum wage will decrease or increase according to one of the scenarios.

In addition, according to the first forecast, the situation on the human resources market is expected to improve during 2026–2028. The number of economically active people aged 15–70 may increase from 13 million to 13.2 million people.

Therefore, in general, Ukrainians can hope that next year there will be some increase in the minimum wage, but it will not be very significant.
