Meetings of VRU committees remain closed – why is this bad?

Despite the parliament's decision to resume broadcasting of the Verkhovna Rada sessions, another problem with the transparency of the work of Ukraine's legislative body remains – closed meetings of the VRU committees, at which laws are prepared for consideration, the non-governmental organization Transparency International Ukraine said in a statement.

“There is still another problem – the meetings of parliamentary committees remain closed to the public. Back in January 2025, Law 3939-IX (draft law No. 11321) was sent to the president for signature, which was supposed to restore such broadcasts and provide access to the meetings for journalists and representatives of the public. However, due to the lack of Volodymyr Zelenskyy's signature, this law has not yet entered into force,” the activists emphasize.

The TIU emphasizes that the opening of committee meetings is critically important, because it is at these meetings that draft laws are prepared for consideration, as demonstrated by the story of the scandalous draft law No. 12414, which eliminated the institutional independence of the SAPO and NABU.

Also, deputies often adopt amendments at committee meetings that change the essence of other laws. The most recent such case was last week's meeting, where amendments to bill No. 12439 on business protection were considered, and an amendment was adopted that could eliminate the independence of the Bureau of Economic Security.

As a reminder, today the parliament supported a resolution that allows for the resumption of broadcasting of parliamentary sessions on the Rada TV channel. At the same time, it will come into effect only after being signed by the chairman of the Verkhovna Rada, who is currently on a business trip, so the sessions will not be broadcast this week.
