The sincerity of London in search of the truth Skripal in serious doubt

London's Sincerity in Quest for Truth of Skripal Case in Serious Doubt

Anton Utkin, a former UN inspector of chemical weapons in Iraq, reported sputnik that the decision on the UK in connection with the poisoning of former Russian intelligence officer Sergei Skripal to demonstrate that London does not seek to get to the bottom of the hull.

According to chemical weapons experts now in London – “sitting an examination” of the sincerity of his purpose, the search for truth in the attack on Skripal and his daughter, Julia, who was discovered unconscious in a shopping center on 4 March that the United Kingdom immediately accused Russia of organizing.

“The failure of London to provide any information on the case, his lack of cooperation, unwillingness to openly investigate the case so that everyone understands their actions and what happens, indicates that the exam was not passed,” said Utkin.

As to the allegations the Minister of foreign Affairs of great Britain Boris Johnson that Moscow is trying to undermine an independent investigation of the organization for the prohibition of chemical weapons (OPCW), suggesting co-joint investigation on the matter at an extraordinary session of the OPCW Executive Council, the expert stated that a joint investigation is doomed to failure for the UK.

“I’m afraid that London would not be able to recognize the results which could be achieved through a joint investigation,” he said, “they will fight with all your strength.”

The analyst also noted that the OPCW was invited to Britain to provide “technical assistance” rather than inspection.

“Inspection has a unique right to collect samples wherever it wants and interview who he believes is appropriate, while the delegation of the OPCW’s technical assistance has no such rights. It can collect samples, where allowed and only interview those that have been approved [in the UK],” said Utkin.

“And given that it’s technical assistance, in accordance with the confidentiality agreement under Concord OPCW, technically the results of the analysis should not be promulgated,” he explained.

On Wednesday, Ahmet üzümcü, Director-General of the OPCW, said that the results of analysis of samples of substances used in poison Skripal and his daughter, expected in early next week.

“Once the sample analysis results are received, Secretariat to report on the basis of these results, and to transmit a copy of this report in the United Kingdom,” he said.

According to üzümcü, the United Kingdom expresses the desire to be “transparent” and has expressed the wish to disclose the report to other States parties of the OPCW. According to Utkin, it is still possible that London will change their minds, given that the suspicions of the charges accumulating around the UK against Russia.

He stressed that the UK has violated a number of provisions of the Convention, the OPCW, for example, are not able to make an effort to settle the disputed issues through information sharing and consultation and by issuing an ultimatum, with Peter Wilson, the British permanent representative at the OPCW, demanding explanations from Russia within 24 hours, while Russia was given no information about what he should explain.

“In accordance with the chemical weapons Convention (CWC), the party is given 10 days to respond, but after 24 hours have passed, Russia accused, and that it was” – said the expert.

He said that Russia can do is to refuse the motion depends on the vote of the Executive Board of the organization and just continue to stay within the framework of the Convention, as it was until now. On March 13, then was faced with unfounded accusations, Russia has proposed to the UK to provide the necessary information and offered to switch to a dialogue mode, in accordance with article 9.2.

“Russia offers all options for cooperation, but stumbles on the lack of cooperation,” said Utkin, adding that the Convention allows a number of steps to overcome this reluctance.

For example, Russia may request, through the Executive Board asked for an explanation from the UK, which would mean that no negotiations for the 41 countries demand that London provides information. Or through a similar request from Russia can demand data from all countries, who at some point made a Beginner, nerve gas in the case. At the recent session of the Executive Board Russia has provided information supported by evidence for a number of countries, where nerve gas can be produced.

“I think it becomes obvious that many countries hurried around the UK demarche,” said Utkin.
