Some pensioners can count on additional payments of up to 24 thousand hryvnias: what is important to know

After the attack of hostile Russia on our country, even in the minds of most people's deputies, a change in narratives occurred, so many laws began to be formulated in a different wording and with different connotations.

In particular, the law “On Pensions for Special Merits to Ukraine” was radically updated in the direction of decommunization: Soviet awards are no longer taken into account, the state emphasizes modern heroes and fighters for independence, and new allowances can reach 21 thousand or more UAH per month.

Who can receive a pension supplement?

Some citizens who have state titles, orders, medals or other awards are entitled to a pension supplement of UAH 500 to UAH 24,000, the expert emphasizes.
This concerns the operation of the Law of Ukraine “On Pensions for Special Merits to Ukraine”, to which significant changes were made in 2023.

Currently, the main categories of Ukrainians who are eligible for additional payments are:

  • Heroes of Ukraine;
  • Persons with the title of “people's” or “honorary” (received after 1991);
  • Outstanding athletes – winners of the Olympic and Paralympic Games;
  • Astronauts;
  • Mothers who have given birth to five or more children (in the event of the mother's death, the right passes to the father).

Such mothers are also entitled to early retirement, including in cases of adoption of children. In this case, the allowance is 23−40% of the subsistence minimum, i.e. from 543 to 944 UAH.

What changes have occurred?

  • All Soviet awards are excluded.
  • Persons who have orders or medals received in the USSR have lost the right to new allowances.
  • If the payment was not made earlier, the right is lost completely, even for the minimum amount.
  • A new category has been added. The list includes fighters for Ukraine's independence in the 20th century – repressed and rehabilitated. They receive a fixed supplement of UAH 4,200 per month, which significantly exceeds other allowances.

It is worth noting that the amount of the pension for special merits of fighters for the independence of Ukraine in the 20th century, starting from 2024, will be increased annually from March 1 by the increase coefficient determined by the decision of the Cabinet of Ministers of Ukraine and, starting from March 1, 2025, will be 5,055.77 UAH (4,200*1.0796*1.115).

Who lost the right to benefits?

  • People's Deputies of Ukraine;
  • Deputies of local councils of four convocations.
  • These categories are deprived of the right to additional pension payments, as the state considers them socially protected.

Important: two different laws

Don't confuse:

  • Pensions for special services to Ukraine,
  • and additional payments for special services to the Motherland (for war veterans).
  • The second case assumes 70% of the subsistence minimum — this is UAH 1,652 in 2025.

Modern Heroes: New Perks

  • Since 2014, another law has been in effect – on special services to the Motherland, which applies to modern war veterans.
  • Supplements are assigned to:
  • Heroes of Ukraine (Order of the Golden Star);
  • Awarded the orders of Bohdan Khmelnytsky, For Courage, and Princess Olga.
  • The amount of the allowance is from one to three minimum wages (i.e. up to 24,000 UAH).
  • Payment is made even if the person is not yet a pensioner.

How to make a surcharge

All payments are processed at the Pension Fund of Ukraine. You must submit:

  • Passport and identification code;
  • Certificate of award or title;
  • Application for the establishment of a surcharge.

Supplements do not replace the basic pension – they are accrued additionally.

As a reminder, recently, President of Ukraine Volodymyr Zelensky signed a series of decrees on the awarding of the highest state award – the title of Hero of Ukraine.
