Not everyone will get a pay increase: what will be the March indexation?

According to Yevhen Kapinus, Chairman of the Board of the Pension Fund of Ukraine, the indexation coefficient consists of two equal components: the consumer price growth index (the indexation coefficient corresponds to 50% of this indicator) and the growth index of the average salary from which insurance contributions are paid, for three calendar years.

As for the timing of indexation, the government usually plans it for the beginning of March. 2026 will be no exception – indexation will take place in March, UNIAN writes.

At the same time, the March indexation will not apply to all pensioners – it does not apply to the following:

  • recipients of “special pensions” — that is, Chernobyl pensioners, military personnel, judges, prosecutors, and others, whose pension payments are regulated by other laws;
  • “New” retirees – that is, those who retired in the last few years – will also not receive a raise.

Recalculation of disability pensions for group 2 or any other group also occurs only in certain cases and is currently not provided for.

The amount of indexation, that is, the percentage by which the pension will be increased, is different each year – it is determined by the Cabinet of Ministers. Recall that the indexation of pensions in 2025 in Ukraine was 11.5%.

This year, according to the draft State Budget-2026, according to Prime Minister Yulia Svirydenko, 1.27 trillion hryvnias are being allocated for pension provision — this is 123.4 billion more than last year. Unfortunately, this does not mean an increase in the indexation percentage — during martial law, the government sets the indicator at its discretion, that is, it can be lower. Also, much depends on inflation forecasts.

It is also important to remember that the indexation of pensions in March will apply only to the “bare”, that is, basic pension – without taking into account allowances and supplements. Therefore, to calculate how much payments will increase, you need to take its basic amount, and not the entire pension. Accordingly, each pensioner will have his own figures.

Among the good news, it can be noted that in 2026 the minimum pension will be increased by UAH 234, that is, from UAH 2,361 to UAH 2,595.

Pension recalculation for working pensioners in Ukraine

This is a different type of recalculation and, unlike the March indexation, it is carried out once every two years – on April 1, and applies only to pensioners who continue to work.

According to Ivan Khomych, managing attorney at the Ivan Khomych Law Office, pension recalculation based on length of service in Ukraine is done because the person has gained additional length of service, and their official salary could also increase.

Pension recalculation for working pensioners is now mostly automatic — the Pension Fund conducts it annually on April 1. If the two-year period from the moment of pension recalculation for a person has come earlier than April 1, then he or she can independently apply to the Pension Fund for a pension recalculation, the lawyer explains.

Recalculating pensions for working pensioners every 2 years clearly increases payments, but they depend more on the salary level than on the length of service. As Ivan Khomych explained, overtime work can increase the pension by only a few dozen hryvnias. But if before the pension recalculation a person received a good salary, which increases his individual earnings coefficient, then precisely due to this the size of pension payments can increase.

While the pensioner is working, he will receive an allowance for overtime work, which was established at the time of retirement. This allowance is 1% of the subsistence minimum for persons who have lost their ability to work. The lawyer gives an example: 10 years ago, this subsistence minimum was, conditionally, 950 hryvnias, so for each year of overtime work, a working pensioner can now be paid 9 hryvnias 50 kopecks. And while the pensioner is working, the allowance will not be transferred to him.

But, as soon as a person becomes a non-working pensioner, he will have the right to be paid an allowance for overtime work at the current subsistence minimum. For example, today this minimum is 2,361 hryvnias, that is, for each year of overtime work, the person will be paid not 9 hryvnias 50 kopecks, but 23 hryvnias 61 kopecks.

Let us remind you that some pensioners are entitled to a supplement of almost 600 UAH – we are talking about military personnel.
