The state lottery operator “MSL”, which, according to UNIAN, is linked to the head of the parliamentary Committee on Finance, Tax and Customs Policy Danylo Getmantsev, offers a product “Sportprognoz” on its website, which provides for bets on the results of football matches. This is reported by “Telegraph”.

“Formally, this product is presented as a lottery, but in essence it repeats classic bookmaker services. At the same time, the company only has a license from the Ministry of Finance of Ukraine to conduct lotteries and does not have a license for bookmaker activities, which is a separate type of gambling,” the publication notes.
According to the Telegraph, according to the law, lotteries are based on chance, while bookmaking involves betting on predicted events and is subject to special licensing: “After the liquidation of KRAL, regulation of the sphere was transferred to a new state body – PlayCity.”
As the publication notes, the company “M.S.L.” is not listed on the PlayCity website: “The operator's official website also lists only the license of the Ministry of Finance.”

As “Telegraph” writes, the cost of a license for bookmaking activities is 30,000 minimum wages — about 240 million hryvnias: “This amount goes to the state budget and finances various areas, including defense and social programs.”
As UNIAN reminds, Danylo Getmantsev previously confirmed his connection with M.S.L., calling the company his “professional cradle.” In particular, in 2019, in an interview with Economic Truth, he reported that while working at M.S.L., he received a share of the enterprise, which later reached 53%, part of which he sold to a partner, and the rest to a relative.
It was previously reported that the “fighter” from the online casino Zheleznyak is lobbying the interests of online lotteries.
