Basic assistance from October: who can receive more than 4,500 hryvnias

Since the beginning of October, a project to provide basic social assistance to low-income families has been expanded in Ukraine.

The essence of the new payment is that instead of the subsistence minimum, a base amount of 4,500 hryvnias is used, writes “On Retirement.”

If the average income per family member is less than this amount, the state will pay the difference.

For example, if a person receives 3,000 hryvnias, they can count on 1,500 hryvnias in assistance.

From July 1, 2025, those Ukrainians who were already recipients of such payments as state social assistance to low-income families, assistance to single mothers, payments for children from large families, or temporary assistance to children whose parents evade paying alimony or cannot support the child could apply for basic social assistance.

And with the beginning of October, the circle of recipients of this assistance is expanding – now citizens who are not entitled to a pension but receive state social assistance, as well as people with disabilities, can also apply for it.

The amount of basic social assistance is determined individually for each household. The base amount is 4,500 hryvnias, but the actual payment is calculated as the difference between the total base amount for all family members and the average monthly total family income.

Payments will be accrued according to the following principles:

  • 100% of the base amount – for the first family member who submits an application;
  • 100% – for each child under 18 years of age and for persons with disabilities of group I or II;
  • 70% of the basic amount for each additional family member.

That is, a family can receive more than 4,500 UAH in total.

For persons who have reached retirement age or have insufficient insurance experience to be granted a pension, the amount of the benefit will depend on the length of service:

  • less than 10 years — UAH 2,385 (53% of the base amount);
  • from 10 to 20 years old — 2,790 UAH (62%);
  • from 20 to 30 years old — 3,150 UAH (70%);
  • over 30 years old — 3,960 UAH (88%).

You can apply for basic social assistance both in person at the service center of the Pension Fund of Ukraine and online – through the “Diya” portal (you need to update the application, in the “Services” section find “State Assistance” and select “Basic Social Assistance”).

The statement states:

  • personal data of the applicant (passport, identification code);
  • information about all family members;
  • bank account details (IBAN – a 29-character number).

“This assistance makes it possible to combine different types of payments into one understandable system. Each family decides for itself whether to stay on the old programs or switch to the new one,” representatives of the Pension Fund explain.

Let us remind you that lawyer Ivan Khomych predicts an increase in pensions next year – he links it to the fact that the subsistence minimum for persons who have lost their ability to work is increasing (from UAH 2,361 to UAH 2,595).
