Trukhanov’s Trial: Ex-Odesa Leader and 8 Others Jailed Oct 31.

The Pechersk District Tribunal of Kyiv had planned to deliberate on the implementation of a restraining order against ex-Odessa Mayor Gennady Trukhanov and eight further functionaries suspected of official carelessness on October 30. Nevertheless, the session was rescheduled for October 31. This information was conveyed to ZN.UA by a source within the Prosecutor General’s Office, who also revealed the identities of other persons implicated in the affair.

Thus, apart from Trukhanov, the following are persons of interest in the suit:

  • Vice-Mayor of Odessa Valeriy Silin – proceedings commence at 4:30 p.m.;
  • Vice-Mayor of Odessa for Executive Departments Anna Pozdnyakova – proceedings commence at 10:00;
  • Manager of the Municipal Roads Enterprise Vadym Todiychuk – the session begins at 12:00;
  • Chief of the organizational unit of the Municipal Roads Enterprise , Igor Poshtarenko – the session begins at 4:45 p.m.;
  • Principal Engineer of the Municipal Roads Enterprise Chistyakov – the session will begin at 5:00 p.m.;
  • Senior Engineer of the Municipal Roads Enterprise Yuriy Kamyshny – the session will begin at 12:30;
  • Leonid Grebenyuk, Director of the City Council’s Department of Municipal Economy – proceedings commence at 11:00;
  • Manager of the Department of Municipal Security of the City Council Volodymyr Kharischak – the session begins at 12:30.

Per ZN.UA, the prosecution intends to petition that Gennady Trukhanov be confined to his residence under a 24-hour arrangement.

The instance, wherein all nine are persons of interest, pertains to the fatalities on September 30, when Odessa experienced flooding due to torrential rainfall. According to the inquiry, the mayor was aware of the defects in the city’s sewage disposal, water provision, and drainage arrangements, yet took no action and failed to organize adequate notification and advising of the populace regarding the threat of a crisis. Furthermore, Trukhanov neglected to ensure that civil defense authorities were placed on high alert. Each was suspected under Part 3 of Article 367 of the Criminal Code of Ukraine – professional misconduct, specifically, inappropriate execution of job duties, which prompted the demise of individuals.

Be that as it may, Trukhanov himself in some measure assigned accountability for the calamity in Odessa to the Hydro-Met Center. According to the former mayor, the governing bodies and municipal utilities functioned “down to the minute”, alerting Odessans, but “the communication from the Hydro-Met Center only materialized when individuals, regrettably, perished.”

Gennady Trukhanov has governed Odessa since 2014. Prior to that, spanning 2012-2014, he served as a People’s Deputy of Ukraine representing the “Party of Regions”.

On October 14, 2025, the SBU announced that Trukhanov was stripped of Ukrainian nationality owing to the presence of a Russian passport. The mayor of Odessa personally refutes possessing a Russian passport. According to him, he underwent an extensive assessment back in 2022. Trukhanov indicated that he would appeal the verdict in the courts of Ukraine and even the European Court of Human Rights, given that he does not hold a Russian passport.

Following Trukhanov’s deprivation of citizenship, Ihor Koval, secretary of the Odessa City Council, assumed the role of acting mayor on October 16. Serhiy Lysak assumed control of the city’s military administration.

Trukhanov is an accused party in a succession of criminal proceedings associated with corruption. Especially, since 2023, the Supreme Court of Ukraine has been hearing Trukhanov’s case predicated on the suspicion of misappropriating UAH 92 million amid the acquisition of the Krayan plant structure.

In 2022, NABU charged three of Trukhanov’s subordinates and a range of other people with creating a criminal syndicate that fully controlled financial flows within the city.
