The Holosiivskyi District Court in Kyiv has ruled to place Dmytro Zagumenny, the chief of staff for the Kyiv City State Administration (KCSA), under round-the-clock house arrest and suspend him from his duties, as communicated by the Kyiv City Prosecutor's Office.

The duration of the restrictive measure and the suspension is fixed until November 28, 2025 .

The public servant faces accusations of using counterfeit documents to present personal foreign travels as official business engagements, encompassing trips to Barcelona in 2023 and Florence in 2024.

The inquiry categorizes Zagumenny's actions under three sections of the Criminal Code of Ukraine:

Part 3 of Article 358 – falsification of official documents, perpetrated by a group or repeatedly;
Part 4 of Article 358 — the utilization of an intentionally fabricated document;
Part 1 of Article 366 — entering inaccurate information into official records by an officer.

As per the prosecutor’s office, in November of 2023, Zagumenny purportedly journeyed to Barcelona, allegedly under the guise of involvement in the Smart City Expo, and in September of 2024, to Florence, ostensibly for the Observatory on Re-Generation conference. The probe demonstrated that he did not obtain formal invitations from the event organizers, but instead employed fabricated letters to register for the work-related trips.

The official himself asserts that his journeys overseas were purely professional in nature.

ZN.UA had previously indicated that Dmytro Zagumenny is perceived to be affiliated with the first deputy head of the Kyiv City State Administration, Mykola Povoroznyk. According to commentators, the lawsuit against him may represent a component of a political disagreement between the team of Kyiv Mayor Vitali Klitschko and the Presidential Administration.

Journalists highlight that, because of this dispute, the President's Office is attempting to exert influence over personnel choices within the Kyiv City Council, notably regarding the selection of a fresh secretary from the pro-government factions, instead of from “European Solidarity,” which presently holds a crucial vote in the council.
