According to the Budget Declaration for 2026−2028, next year the Cabinet of Ministers plans to increase the subsistence minimum for disabled persons, and it is this indicator that determines the amount of social and minimum payments.

Of course, from time to time the government makes adjustments to the plans depending on the state of the economy (so far, unfortunately, for the worse), but overall the development trend is maintained.
Therefore, if the subsistence minimum is increased in 2026, as planned, then pensions and some allowances to them will be indexed along with it, including the monthly donation supplement. The Pension Fund of Ukraine reminded about this.
Thus, pensioners who have the status of “Honorary Donor” can count on an allowance of 10% of the approved subsistence minimum per person per month. In 2025, the subsistence minimum is currently 2920 hryvnias. And the amount of the allowance, respectively, is 292 hryvnias per month.

If in 2026 the basic subsistence minimum is increased by 251 hryvnia (to 3,171 hryvnia), as planned, then the amount of the allowance for donors will also be indexed, the amount will increase from 292 to 317 hryvnia.
The PFU also reminds that the status of “Honorary Donor” is granted to citizens who donate free of charge:
- blood in an amount equal to 40 maximum permissible doses;
- blood plasma in a volume equivalent to 60 maximum permissible doses, prepared by apheresis;
- or blood cells (red blood cells, platelets, leukocytes) prepared by apheresis in the amount of 40 doses.
It does not matter when exactly such donations were made.

Persons who have fulfilled the specified conditions receive a certificate and a badge “Honorary Donor of Ukraine” in accordance with the procedure determined by the resolution of the Cabinet of Ministers. Also, those who were once awarded the distinction “Honorary Donor of the USSR” may claim the right to receive an allowance.
To apply for an additional payment, you must submit the following documents to the PFU:
- application for the accrual of the allowance;
- passport or other identity document;
- taxpayer registration card registration number;
- confirmation of being awarded the badge of Honorary Donor of Ukraine or Honorary Donor of the USSR.
Let us remind you that in some cities, local authorities provide pensioners with payments from the budget, which sometimes reach 10-15 thousand hryvnias.
