Scheme for the wounded: DOT tenders for 37 million UAH suspected of corruption conspiracy

After the scandal surrounding the supply of low-quality glasses to the military , economic expert Borys Kushniruk spoke about a possible corruption conspiracy in the tenders of the State Rear Operator (DOT) for the purchase of hygiene kits for the wounded for over UAH 37 million.

According to him, the tender conditions have clear signs of collusion, as they create impossible conditions for everyone except the predetermined supplier.

The key problem, which the expert points out, is a combination of unrealistic deadlines and impossible certification requirements. Some of the kits worth UAH 18.5 million are required to be delivered by September 30, and another large batch is required in December.

However, the main obstacle to competition is precisely the terms of the tender. Only 12 days are allotted for submitting proposals, during which participants must provide certificates and reports, the processing of which normally takes months. For example, for a regular towel, a separate act from the relevant department of the Ministry of Defense is required, which is physically impossible to obtain within such a period.

Such conditions, according to Kushniruk, not only make fair competition impossible and lead to overpricing, but also discredit the very idea of helping the military, so the actions of the DOT should be checked by anti-corruption bodies. The economist emphasizes that the best solution now is to cancel the current procurement and announce new ones, where realistic deadlines for submitting proposals (at least 30 days) and delivery deadlines (not less than 1.5 – 2 months) are established.

It was previously reported that the State Bureau of Investigation had exposed a gang that was enriching itself on purchases for the military.
