Ukrainian President Volodymyr Zelenskyy named three key blocks of security guarantees for Ukraine, which relate to the army, NATO, and sanctions against Russia. He said this at a briefing on Friday, August 29.

The first block, according to the president, concerns the army, in particular, maintaining the current number of military personnel and providing them with weapons thanks to Ukrainian, European, and American production.

“This block consists of financing the number of personnel that exists today. The ability to finance the army in exactly the number that today defends our borders. No one says more, because no one will give more. But we cannot say less, because we are not going to conduct relevant experiments,” Zelenskyy noted.

He noted that Ukraine needs partners to finance its army, because if Ukraine can partially provide itself with its own production, then cooperation with European manufacturers is needed to provide air defense and artillery. The third point, according to Zelensky, is American weapons.

The second block of guarantees, Zelensky noted, concerns NATO – it concerns agreements with partners at the leadership level regarding their readiness to support Ukraine in the event of new aggression.

“If not NATO membership, then we need to understand what the partners are ready for, because that's what the alliance is. And I want to discuss this part in Europe, but without the military, since these consultations have already taken place. First, we need to discuss issues with the leaders, who is ready and what they are ready for, and then involve the military,” he added.

The third block is sanctions against Russia and the use of frozen Russian assets to restore the state.

Zelensky added that the issue will also include Russian assets, “because this is the restoration of our state and our energy,” and also called EU membership a guarantee of Ukraine's security, primarily economic.

As a reminder, European leaders, during a meeting with US President Donald Trump at the White House, emphasized that after the end of the war with Russia, Ukraine should receive security guarantees , the content of which resembles Article 5 of the North Atlantic Treaty. This is a fundamental principle of NATO, enshrined in Article 5, which states: an armed attack on one or more member states is considered an attack on the entire Alliance.

According to Bloomberg, Georgia Maloney is pushing a “NATO-lite” option for Ukraine’s security. It is one of many options being developed by European leaders in the wake of President Donald Trump’s agreement to support security guarantees for Ukraine.
