The procedure for controlling the entire chain of financial transfers, financial monitoring, and the implementation of open banking will not change from October 1, 2025. This was stated by the National Bank of Ukraine in response to a request from LIGA.net.

The regulator emphasized that information in the media about allegedly large-scale changes in the rules for conducting settlement operations has no basis.
The NBU clarified that the wave of notifications is likely related to a draft resolution published for public discussion back in March 2025. The document concerned increasing the transparency of payment transactions and protecting the rights of payment service users.
The draft, in particular, provided that banks and other payment service providers would have until October 1, 2025, to adapt to the new requirements.

The NBU noted that this draft resolution was not adopted. It is being finalized based on the results of considering the submitted proposals.
Previously, the media reported that starting October 1, banks must receive full personal data for each transfer, including card-to-card transactions.
Additionally, incomplete details may result in a delay or refund of your payment.
Transactions exceeding UAH 30,000 per month are automatically subject to additional verification, and transactions exceeding UAH 400,000 are subject to mandatory control with the requirement of documents on the origin of funds.
