Amid information about possible problems with heat and light next winter, the Cabinet of Ministers of Ukraine has begun to consider a possible increase in electricity tariffs. According to officials, the latter could increase by 10-20% annually over the next 3 years.

This is reported by “Ekonomichna Pravda” with reference to the letter of the Ministry of Economy No. 3011-02/30287-03 with clarified scenario conditions for the functioning of the economy for 2026-2028. The letter refers to the forecast of an increase in the electricity tariff in 2026-2028 by 15% (plus or minus 5%) annually, that is, the growth range may be from 10 to 20%.
Thus, each year the tariff can increase from 45 to 85 kopecks, and at its maximum can reach approximately 7.9 hryvnias per kilowatt. However, in reality, this price increase can only worsen the situation.
Thus, according to the head of the Union of Consumers of Public Utilities of Ukraine, Oleg Popenko , the benchmark for increasing tariffs to a conditionally market level in Ukraine could be 9−11 hryvnias per kWh, which is paid by industry. But this is a “wild market” that is not suitable for setting such a tariff that would be unaffordable for Ukrainians.

– The problem of public utilities, including large debts, cannot be solved by increasing tariffs. Without an increase in wages and incomes, consumers will not pay new tariffs and debts will grow. At the same time, for some reason, the problems of electricity producers, who owe 60 billion hryvnias, as well as embezzlement from regional energy companies, are not being solved, – Oleg Popenko emphasized to “FACTS”.
The expert also noted that the Temporary Investigative Commission of the Verkhovna Rada of Ukraine concluded that the tariff of UAH 4.32 per 1 kWh covers all costs, and energy companies earn profits of UAH 9-11 on sales to industry.
“I consider the 10-15% increase in tariffs to be a quasi-tax on the population, which was imposed under Petro Poroshenko and continues to be exploited by the current government as a hidden tax through utility tariffs,” emphasized the interlocutor of “FACTS”.
