The Ukrainian electric passenger vehicle market once again achieved a new high in October 2025, recording 13,278 registered electric cars. This represents a 4.8% upswing compared to September and nearly double the figures observed in October 2024. As such, the sales volume of electric vehicles in Ukraine has effectively surged twofold year-over-year.

Experts identify the primary catalysts for this expansion as rising fuel costs, a general upswing in electric vehicle popularity, and the anticipated VAT reimbursement upon customs clearance, slated to take effect on January 1, 2026.

It is the anticipation of a potential price increase that is prompting Ukrainians to acquire electric vehicles before the year concludes.

According to business analyst Ostap Novytsky, the demand for electric vehicles is projected to continue growing at least until December. Following the implementation of VAT, a temporary decrease in activity is anticipated, succeeded by stabilization and a renewed phase of growth.

He underscores that the refund pertains solely to VAT (20%), whereas the customs duty will remain at zero, and the excise duty will maintain its preferential rate (1 euro per 1 kWh). Additionally, electric vehicle owners will retain their exemption from contributing to the Pension Fund upon initial registration.

Electric vehicle market structure in October

The analysis of October reveals that the core of the Ukrainian electric car market was traditionally comprised of imported vehicles with prior usage. Their representation stands at 57.3%, equating to 7,596 registrations. In October, this sector expanded by 12.9% relative to September and by a substantial 136.4% compared to the preceding year’s October.

The second-largest segment is the domestic resale market, holding 25.2% or 3,345 vehicles. In comparison to September, this figure declined by 10.5%, but on an annual scale, an augmentation of 35.8% was observed, indicating a rise in the transfer of already existing electric cars within the nation.

New electric vehicles comprise 17.5% of the market, totaling 2,337 units, which marks a novel record for the sector. This is the first instance where the count of new vehicle registrations has surpassed two thousand. Compared to September, imports have grown by 5.2%, and against the prior year, they have increased by 139.7%.

Electric vehicle fleet in Ukraine

As of the conclusion of October 2025, Ukraine’s electric vehicle count reaches 203.8 thousand, consisting of 199.6 thousand passenger cars, 4.2 thousand trucks, and 9 electric buses.

Tesla remains the dominant brand (20.2%), pursued by Nissan (18%) and Volkswagen (12.4%). The average age of electric cars circulating in Ukraine is 5.7 years, positioning this division as the most recent among all vehicle categories.

It’s important to mention that in October, Ukraine’s vehicular inventory experienced an addition of over 26.1 thousand pre-owned cars brought in from international locations. This constitutes a 60% elevation compared to October of the previous year.

We will recall that in October, the influx of used vehicles   touched 25.6 thousand. This volume reflects an increase of 8.4% from September and a jump of 53.9% against October 2024.
