The Sejm passed an amendment to the act on the mObywatel application on Wednesday. The amendment introduces new services in the application, including mStłuczka and a virtual assistant function based on an artificial intelligence model.
427 MPs voted in favor of the amendment. No one voted against it, and 10 MPs abstained.
The MPs also adopted amendments to the amendment, which had previously received positive opinions from the Sejm’s Committee on Digitalization, Innovation and Modern Technologies and the Committee on Deregulation.
The bill will now go to the Senate.
On Tuesday, during the debate, representatives of parliamentary clubs and groups agreed on the need to adopt the act. PiS MP Patryk Wicher pointed to the importance of improving mObywatel for the development of all digital competences.
KO representative Anna Sobolak stated that the project is a good and necessary change. “Thanks to the new solutions, Poland is strengthening its position as a leader in digital public services in Europe. Filling out paper declarations will be a thing of the past. Now everything can be done on the phone in a few minutes,” she assessed.
Bartłomiej Pejo (Confederation) noted that there is still much to be done in the area of digitalization, but the project being processed is a step in the right direction. “I am glad that digitalization issues, especially in the area of making life easier for citizens, are beyond political dispute. We would like, at least I do, to be able to discuss every issue as substantively as we do in the area of digitalization,” he said.
The amendment to the act on the mObywatel application assumes the addition of, among others, mLegitymacja for teachers and students, or the mStłuczka service. The document is part of the first package of nine deregulation acts.
The amendment is to enable citizens to use mobile services even more widely within this tool. A virtual assistant function based on an artificial intelligence model will appear in mObywatel. The assistant will be able to, for example, write a letter for us and present it to the application user for approval.
The application will also allow the perpetrator of a road accident to prepare statements (so-called mStłuczka). The amendment will also allow application users to sign a document with a qualified signature or a trusted signature. The extension will enable verification of submitted electronic signatures. (PAP)
