The safeguarding of energy installations, notably in Kyiv, is a subject of concern for many.
President Volodymyr Zelenskyy voiced his discontent with the standard of protection afforded to vital thermal power stations (TPSs), which have recently become the focus of Russian assaults. The head of the nation conveyed this statement during a press briefing on October 10.
In his view, questions arise for numerous individuals and entities concerning the provision of security for crucial infrastructure, particularly power facilities. He reminded that several layers of security are implemented, but some installations are “the size of a village,” rendering the construction of protective structures physically unfeasible.
Zelensky emphasized that the sole viable solution is defense via air defense systems (ADS). At present, Ukraine offers protection to 203 key sites across the gas, energy, and other essential industries, although the overall count is considerably greater. The President pointed out that the defense varies: in certain instances, sandbags are employed, while in others, concrete structures are used.
Criticism of the situation in Kyiv
“I am not satisfied, if we consider, for instance, Kyiv, there is CHP-5, CHP-6. The problem here lies not solely in air defense. We cannot utilize Patriot missiles against drones,” the Ukrainian leader asserted.
He further mentioned that he had a question for the mayor, given that these installations are Kyiv's municipal enterprises. Nonetheless, Zelensky opted to abstain from severe censure.
“I could tell you now what I believe about all of this. But I will not, because we share a common war,” he stated, remarking that he did not wish to give “unfavorable comments” to those who had failed.
The President underscored: “We will make every effort. And where local governments and the private sector are incapable, we must still safeguard all of this.”
Zelensky also opines that meteorological conditions diminished the effectiveness of countering the Russian offensive by 20-30%. The strike on October 10 was potent, yet “not deadly,” with the adversary deploying over 450 drones and exceeding three dozen missiles.
The assault led to emergency cutoffs in the Kyiv, Sumy, Poltava, and Chernihiv regions.
Owing to the possibility of further bombardments, Kyiv Mayor Vitaliy Klitschko exhorted citizens to stockpile water, medications, and provisions.
