Addressing a plenary session of the European Parliament on November 26, European Commission President Ursula von der Leyen articulated five essential priorities that ought to feature in a peace accord for Ukraine. According to reports from “European Pravda”, these entail ensuring a fair and lasting settlement, upholding Ukraine’s autonomy, supplying financial aid to Ukraine, energetic engagement of Ukraine, the EU, and NATO in the negotiation phase, and the repatriation of Ukrainian children illegally taken by Russia.
“I wish to present several fundamental tenets for Europe as we cooperate with Ukraine, the US, and the 'coalition of the willing' moving forward. First and foremost, any pact must guarantee a fair and durable peace . It should also ensure genuine security for both Ukraine and Europe,” Von der Leyen stated.
She pointed out that Ukraine, as an independent state, should not encounter any constraints on its own Military Forces. Moreover, Von der Leyen highlighted that the country is in need of dependable and long-term security pledges as part of a more comprehensive arrangement. In her view, any peace deal must furnish safeguards for European security in the long run.
As the President of the European Commission detailed, the second key focus is to defend Ukraine’s sovereignty . Von der Leyen stressed that giving legitimacy or formal recognition to boundary infringements now could pave the way for further future disputes, and this must not be permitted.
“Ukraine’s destiny lies within the European Union, and this is a vital and central aspect of any structure of security pledges,” Von der Leyen added.
The third focal point, the President of the European Commission identified as addressing Ukraine’s monetary necessities . She noted that during the recent European Council, leaders committed to fulfilling Ukraine’s financial demands for 2026 and 2027.
“With respect to this subject, we, the commission, introduced a document featuring funding alternatives. This incorporates the possibility of utilizing impounded Russian assets,” the president emphasized.
Von der Leyen reiterated that the fourth significant aspect is the principle: no decisions about Ukraine without Ukraine , no decisions about Europe without Europe, no decisions about NATO without NATO. The fifth, she mentioned the indispensable return of all Ukrainian children who were taken by Russia.
The EU recently released the full text of its strategy for resolving the war in Ukraine, formulated in response to a suggestion from US President Donald Trump. The document comprises 24 elements. The primary differences from the American strategy involve the European version not restricting the size of the Ukrainian Defense Forces and not challenging the potential for Ukraine to accede to NATO. The plan also permits Kyiv to station allied forces on its territory.
Von der Leyen also highlighted three crucial tenets upon which, according to the EU’s view, a sustainable peace in Ukraine should be predicated.
