By the order of October 15th, the President of Ukraine, Volodymyr Zelensky, formed the Odesa Municipal Military Administration within the Odesa region’s Odesa district, assigning Serhiy Lysak as its leader, who was relieved of his duties as head of the Dnipropetrovsk Regional Military Administration through a different order. The associated documents have been made public on the official website of the President.
To start, the decrees were published on the president's online resource, indicating Serhiy Lysak’s dismissal from his role as Chief of the Dnipropetrovsk Regional State Administration and the temporary delegation of the responsibilities of that role to Vladyslav Haivanenko.
Almost right away, the presidential administration announced a decree concerning the establishment of the Odesa Municipal Military Administration, acting under the law “Concerning the Legal Structure of Martial Law.” As per the decree, the General Staff of Ukraine’s Armed Forces and the Odesa Regional State Administration were tasked with the creation of the MVA in Odesa.
Simultaneously, by presidential decree No. 119/2025-rp, Serhiy Petrovych Lysak was named as the chief of the Odesa City Military Administration within the Odesa District of the Odesa Region.
Via his verified Telegram account, Serhiy Lysak confirmed his departure from the office of chief of the Dnipropetrovsk Oblast Police Department, a position he had held for more than 2.5 years, and expressed his gratitude to Zelensky for his confidence.
As a reminder, on October 14, Zelenskyy declared that the SBU had verified that “certain persons” possessed Russian citizenship, adding that he had authorized decrees revoking their Ukrainian citizenship. News sources indicated that these individuals encompassed Odesa Mayor Gennady Trukhanov, former deputy from the Party of Regions of Ukraine, Oleg Tsarev, and ballet performer Sergei Polunin. Afterwards The SBU verified Trukhanov's inclusion on the list and emphasized that the choice to strip him of citizenship “is rooted in the evidence collected by the Security Service.”
Previously, on Sunday, October 12, Odesa Mayor Hennadiy Trukhanov conveyed that he had learned of preparations to examine the matter of potential revocation of his Ukrainian citizenship based on reported possession of a Russian passport. Trukhanov refuted holding Russian citizenship, declaring that he had successfully completed all necessary checks as mayor. He recently stated that he intends to file a lawsuit contesting the revocation of his Ukrainian citizenship.
Sergey Lysak had been heading the Dnipropetrovsk OVA since February 2023. Prior to that, he was employed by the Security Service of Ukraine. More precisely, from the summer of 2022, he served as the head of the SBU in the Dnipropetrovsk region. Leading up to that, since 2020, he had led the SBU department in the Zhytomyr region.
