Lysak to Lead Odessa; Haivanenko to Helm Dnipropetrovsk Region – Media Reports

The Odessa City Military Administration, the scheme for the establishment of which was endorsed the prior day by President Volodymyr Zelensky after awareness that Odessa Mayor Gennady Trukhanov had been divested of Ukrainian nationality, will now be governed by the chief of the Dnipropetrovsk Regional Military Administration, Serhiy Lysak. As conveyed during the broadcast of the “United News” telethon, citing inside information, the president has already executed an order regarding the designation.

As per reporters, the succeeding leader of the Dnipropetrovsk OVA will be Lysak's assistant Vladyslav Haivanenko.

By way of reminder, on October 14, Zelenskyy mentioned that the SBU had verified the Russian citizenship of “certain persons” and added that he had signed orders to deprive them of Ukrainian nationality. News outlets indicated that these included Odessa Mayor Gennady Trukhanov, past representative from the People's Party of Ukraine Oleg Tsarev, and ballet artist Sergei Polunin.

The SBU subsequently validated Trukhanov's inclusion on this roster and affirmed that the judgment to strip him of citizenship was “founded on the evidence base of the Security Service.”

The head of the nation also alluded the previous day to the likely replacement of Serhiy Lysak from the position of head of the Dnipropetrovsk OVA and his installment in another capacity.

Regarding Vladyslav Haivanenko, he has been employed at DOVA from February 2025. He formerly presided over the Kyiv District Police Department of the Main Police Directorate in Odessa. The press asserted that in 2014 he was complicit in the crackdown of the Maidan in the city, and subsequently underwent lustration.
