The Ukrainian Presidential Commission on Matters of Citizenship has resolved to revoke the Ukrainian citizenship held by the Mayor of Odesa, Gennadiy Trukhanov. This determination is affirmed by a Presidential Decree of Ukraine, substantiated by information presented by the Security Service of Ukraine.
The SBU states that the incumbent Odesa mayor is a national of the Russian Federation and possesses a current Russian passport, obtained following the commencement of Russian aggression against Ukraine. The Ukrainian intelligence agency holds copies of the pertinent documentation.
The investigation revealed that on December 15, 2015 – subsequent to the annexation of Crimea and hostilities in Donbas – Gennady Trukhanov was issued a Russian passport with a ten-year validity.
Regarding the domestic passport of a Russian Federation citizen, in 2017, Trukhanov’s representatives petitioned a Russian court to invalidate it. The court in Moscow did indeed nullify the document; however, the judgment distinctly stated that this did not entail the loss of Russian citizenship if lawfully acquired.

Therefore, based on official conclusions, Gennady Trukhanov remains a citizen of Russia. Furthermore, he holds a tax identification number, recorded in the database of the Russian Federation’s Federal Tax Service.
The Odesa mayor refutes the possession of a Russian passport. He claims to have undergone a comprehensive review in 2022. Trukhanov stated that he intends to challenge the decision in Ukrainian courts and even the European Court of Human Rights, maintaining that he does not have a Russian passport.
