Specialists have determined the quantity of pre-owned vehicles procured within the country in each region of Ukraine, alongside the initial registrations of both imported and brand-new cars.
This information is presented by Delo.ua, referencing the Institute for Car Market Research, which scrutinized data related to passenger car transaction registrations in September 2025.
Home Market
During the specified month, the Ministry of Internal Affairs’ service centers registered 72.4 thousand operations involving the buying and selling of passenger automobiles. The majority of these transactions were not geographically specific, as approximately a quarter (24.8%) of vendors and purchasers utilized the “Diya” online platform.
The leading regions included:
- Kyiv city — accounting for 12% of all deals;
- Dnipropetrovsk oblast — contributing 6.9%;
- Odesa oblast — with 5.3% share.
The lowest levels of activity were seen in the Donetsk and Kherson regions, owing to their closeness to active conflict zones and the partial occupation of their land. Data from the Luhansk region and Crimea are routinely unavailable.
Initial Registrations of Imported Pre-owned Cars
In September, 22.7 thousand previously owned vehicles, brought in from other nations, were newly registered with Ukrainian number plates.
Regions displaying the most activity:
- Lviv oblast — making up 13.3%, attributable to its nearness to the border and the expansion of the automobile import sector from Europe, the USA, China, and Korea;
- Kyiv — representing 13.2%, indicating a concentration of monetary assets and stable automotive demand.
Other regions significantly trail behind, with registrations less than half those of the leaders. The lowest figures are observed in the Donetsk and Kherson regions.
New Vehicles
Throughout September, Ukrainian citizens and corporations acquired 6.2 thousand new automobiles. Nearly 42% of these purchases occurred in Kyiv, the hub for car dealerships, distributors, and leasing firms.
The top three leading areas also encompassed:
- Dnipropetrovsk oblast — 7.6% ,
- Kyiv oblast — 6.4% .
The Odesa and Lviv regions show comparable results. The lowest levels of activity continue to be in the Donetsk and Kherson regions.
The Ukrainian automotive market exhibited consistent dynamics in September 2025, though marked by distinct geographic differences. The distribution of new car sales is primarily focused in major metropolitan and financial centers, where the majority of demand and dealer networks are located.
To add, during September, the Ukrainian vehicle inventory gained over 23.3 thousand previously owned vehicles sourced internationally. This represents a 37% surge compared to the previous year.
