Applying for a subsidy this fall will not only be more expensive for some consumers.
Another feature of this period will be the need to personally visit the fund branch by the end of November, the PFU informed – especially for those who are applying for a subsidy for the first time. In extreme cases, the application can be submitted by mail to the address of the territorial body of the Fund or online via the fund's electronic services web portal or the “Pension Fund” mobile application.

Those who received a housing subsidy, but as of October 1, had changes in the composition of registered household members or in the composition of a household member's family, or in the list of housing and communal services used by the household, should also contact the Fund.
In addition, people who were not assigned a subsidy for the non-heating period due to the presence of debt that has already been repaid/a restructuring agreement has been drawn up or the issue of housing and communal services debt has been contested in court may also apply for a housing subsidy.

What documents are provided?
To be granted a housing subsidy, an application and declaration (according to established forms) are submitted.
Depending on the circumstances, other documents may be provided (if available). For example:
- housing rental agreement – if the applicant lives in rented housing;
- a copy of the debt restructuring agreement – provided that there is debt and the relevant agreement has been concluded;
- IDP certificate – in case of applying for a housing subsidy at the place of actual residence.
As you know, the housing subsidy is calculated taking into account the duration of the heating season from October 16 to April 15 inclusive.

For what period is income taken into account?
When calculating the amount of the housing subsidy for the heating season 2025−2026, household income for the first and second quarters of 2025 is taken into account. Pension income is taken into account in the amount of the accrued pension for August 2025.
If documents are submitted between October 1 and November 30 (inclusive), the subsidy is assigned from the beginning of the heating season. If the application was submitted later, then from the month of the application.
However, for most citizens, the calculation will be automatic. The subsidy amount will also be automatically redetermined for households whose subsidy amount in the summer period was 0.00 UAH.

Recall that the Pension Fund compared citizens' incomes for the first and second quarters of 2025 with their incomes for the third and fourth quarters of 2024. If household incomes increased by 50% or more, the subsidy amount was revised downwards.
