Starting in September, some recipients of housing and communal services subsidies will receive smaller amounts. This is due to a recalculation carried out by the Pension Fund, the department reported.

Reason for the reduction in payments
The Pension Fund compared citizens' incomes for the first and second quarters of 2025 with their incomes for the third and fourth quarters of 2024. If household incomes increased by 50% or more, the subsidy amount was revised downwards.
When can the subsidy be canceled?

In some cases, payments may be canceled. This happens if:
• The applicant is deceased.
• The family's real income turned out to be higher than declared.
• The recipient has changed their place of residence.
• One of the family members made a large purchase worth over 100 thousand hryvnias.
• There is a debt for utility services exceeding 680 hryvnias.
In Ukraine, there have also been more and more cases where people have received confirmation of the subsidy, but have not seen it in their payments or bank accounts. The Ministry of Social Policy explained why this is happening.

The main reasons for delays:
• Non-cash form. Most often, the subsidy is transferred directly to the service providers, and the discount should be reflected in the receipt. However, utility companies do not always update the information in a timely manner.
• Outdated details. If you changed banks or closed your account and did not update the details, the money may “hang” or be returned.
• Technical failures. Sometimes delays occur due to technical updates in the unified subsidy database, especially after mass recalculations for the new heating season.
• Identification problems. Assistance may be assigned but not activated if a person does not have proof of identity. This applies to those who are abroad or in occupied territories.
In most cases, these problems can be resolved by clarifying the data or waiting for the completion of technical procedures.
