According to the Budget Declaration, which the government approved in June, next year Ukrainians' pensions should increase, but the amounts will still remain modest.

In particular, the Cabinet of Ministers included in the Budget Declaration for 2026−2028 an increase in the subsistence minimum for disabled persons, and it is this area that determines the amount of social and minimum payments.
At the same time, the basic subsistence minimum for the disabled will increase by 203 hryvnias in 2026, from the current 2,361 hryvnias to 2,564 hryvnias. Accordingly, the social pension will increase by this amount.

Minimum pensions will also increase, as they are tied to the subsistence minimum. For people over 65 years of age, an allowance for overtime work is provided – 1% of the minimum pension. That is, in 2025 this additional payment will be 23.61 hryvnia, and in 2026 it will increase to 25.64 hryvnia.
Of course, this is a very small increase, which is also provided for by law.
It is important that the increase in the subsistence minimum will also affect payments for people with disabilities. For group I, they are 100% of the old-age pension, for group II — 90%, for group III — 50%. That is, the specific amounts depend on individual accruals, but in any case they will increase.

Separately, military pensioners with disabilities due to combat operations are distinguished. For them, the minimum payment is tied to 360% of the subsistence minimum, and this amount cannot be less than 8,499 hryvnias. In the event of an increase in the base rate, these payments will automatically increase.
According to experts, although the increase seems insignificant, it is still an important step towards supporting the elderly. And further pension changes will depend on how the country's economy develops and how quickly inflation can be curbed.
