The Minister for Senior Policy proposes introducing senior rental for seniors who own an apartment on at least the 3rd floor in a building without a lift – these people could rent an apartment on the ground floor or in a building with a lift from the commune in exchange for renting their property to the commune for the municipal resources.
The proposal was submitted as part of the comments on the draft act amending the act on social forms of housing development and certain other acts.
“(…) Elderly people living in their own apartments located in buildings without a lift on at least the fourth floor above ground (i.e. at least the 3rd floor) will be able to conclude a lease agreement with the commune for a residential premises included in the housing resources of the commune, provided that they simultaneously rent to the commune the apartment in which they have been living so far. In turn, the commune will be able to sublet the rented apartment on the terms applicable in the housing resources of the commune to persons waiting to rent a municipal premises” – the Minister for Seniors wrote in the proposal.
“A residential premises that is part of the municipal housing stock and is rented under a senior lease agreement will have to enable free access for seniors, i.e. it will have to be located on the ground floor or on the upper floors, provided that the building is equipped with a lift,” it added.
Senior citizens will not have to meet the income criterion applicable in a given commune for a “standard” lease agreement for a residential premises included in the commune's housing resources. (PAP Biznes)
