
Applications for “winter” state aid of UAH 1,000 can be submitted through Ukrposhta from Tuesday, November 18.
You can apply until December 24, 2025 at any of the more than 26,000 stationary and mobile branches throughout Ukraine, the Ministry of Social Policy reported.

For those who receive a pension or state social assistance through Ukrposhta, the payment of UAH 1,000 will be automatically credited to the same special account. In this case, there is no need to submit an application, the department noted.
People who receive a pension in a bank account and do not use the “Diya” application can contact any Ukrposhta branch and fill out a written application on the spot.

Ukrainians who do not have a RNOKPP, as well as guardians of incapacitated people, can also apply at the branch. To do this, the guardian must have documents confirming his identity and appointment as a guardian.
“For those who cannot reach the branch, you should call the Ukrposhta hotline 0 800 300 545 – the postman will visit the citizen at home to help submit an application. Residents of front-line territories who do not have a branch nearby can submit an application in writing via a mobile branch,” the message says.
The payment of UAH 1,000 is available to all citizens residing in Ukraine — both adults and children.

To apply for child support, an application must be submitted by one of the parents or another legal representative of the child. A separate application must be completed for each child.
To apply for assistance at a Ukrposhta branch, you must have:
– passport or other identity document;
– identification code (RNOKPP) or a corresponding note in the passport stating its absence;
– a document confirming the status of a recipient of a disability pension or social assistance.

Additionally needed:
– to apply for child benefit – a child's birth certificate;
– to apply for assistance for an incapacitated person – a document certifying the identity of the guardian and a document confirming his appointment as a guardian.
After the funds are credited, Ukrposhta will inform you about the possibility of using them via SMS.
The received payment can be used to pay for utility and postal services, purchase goods or order medicines of Ukrainian production, subscribe to printed publications – newspapers or magazines, make charitable contributions, in particular to support the Armed Forces of Ukraine.
“If the pension or social benefits are accrued automatically through Ukrposhta, they can be spent until December 25, 2025. If the application is filed at a Ukrposhta branch, the funds must be used by January 25, 2026,” the ministry reported.
The funds received on the National Cashback card through Diya must be used by June 30, 2026.
It should be noted that on the first day when the “Winter Support” program officially launched, “Diya” experienced a large-scale failure due to a large number of requests for the “winter thousand”.
