Mobile communications will become more expensive in Ukraine: when and by how much will tariffs increase

Mobile communications are one of the things that became more expensive in 2025. Unfortunately, Ukrainians who hope that there will be no further price increases are in for a disappointment: operators not only do not intend to lower prices, but also talk about a further increase in the cost of services.

Telecom analyst Oleksandr Glushchenko told OBOZ.UA about this.

This step, according to him, is dictated by the need to update services and services on offer.

“For example, the tariff plan I use has not yet become more expensive. But I see that other offers are becoming more expensive. Therefore, it is expected that sooner or later my tariff will also increase in price by some percentage,” admitted Glushchenko.

The expert explained: the increase in prices will be influenced not only by improved tariff coverage, but also by entrepreneurship laws. After all, “business is business and no one will give up the opportunity to earn.”

However, the expert noted, the tariff increase will be a “gradual process”, and one should not expect a sudden increase in the price of all offers on the market.

At the same time, Glushchenko sees the reason for the price increase in the mechanism of forming mobile tariffs: they include the cost of services included in the tariff plan, and taxes and margin are added to them.

“This is how we have the tariff. Usually the formula does not change. Any changes, any improvements, any additional services that are included in the tariff plan – you have to pay for all this,” the expert shared.

At the same time, Glushchenko said, in order to choose the most favorable tariff for yourself, you should clearly understand what exactly you need from mobile communications – that is, what services you use most often.

“For example, I make very few calls, as I mostly communicate in messengers, so I need the Internet. Accordingly, I chose a tariff with a minimum of minutes, but the maximum amount of Internet,” the expert explained.

At the same time, experience shows that operators try to “compete” only by raising prices — with the hope that competitors will not stand it and give up their positions. However, there is a useful point in this: if earlier every Ukrainian had several phone numbers of different networks, now this number has sharply decreased — it is unlikely that market participants have benefited from this — most likely, they simply “outplayed themselves.”
