Pensions in 2026: who can expect an increase?

Most pensioners who managed to avoid the “mine trap” of funding from unknown sources will keep their pension and even receive more after the New Year.

Lawyer Ivan Khomych told this in a comment to UNIAN.

According to him, pensions will increase in 2026. This is due to the fact that the subsistence minimum for people who have lost their ability to work is increasing (from UAH 2,361 to UAH 2,595). Accordingly, the minimum pension in Ukraine will increase from UAH 2,361 to UAH 2,595.

“The maximum pension will also increase – currently it is 23,610 hryvnias, and will be 25,950 (10 subsistence minimums for persons who have lost their ability to work). The minimum wage in Ukraine has not increased for 2 years, and in 2026 it will increase to 8,647 hryvnias (currently it is 8,000 hryvnias). In this regard, the pension will increase for those pensioners for whom it is tied to the minimum wage. These are persons who have already turned 65 and who have a full work record (for men it is 35 years, and for women it is 30),” the lawyer explained.

Khomych also noted that for this category of pensioners, the minimum pension is 40% of the minimum wage, and next year payments will increase to 3,458 hryvnias 80 kopecks.

The overtime bonus will increase further. For each year of overtime, the bonus will be 25 hryvnias 95 kopecks, instead of 23 hryvnias 61 kopecks, as it was this year.

At the same time, the expert says, most Ukrainians are not threatened by a pension reduction. Ukrainian legislation establishes the principle that even if pension payments are reduced in the event of a recalculation, individuals will still be paid a pension in the amount that was previously established.

“But there is an exception – the reduction in pension payments may apply to certain categories of special pensioners, to whom the court this year, by its decision, obliged the Pension Fund to pay more than 23,610 hryvnias in pensions. The Cabinet of Ministers reduced the pension for such pensioners during martial law – it cannot exceed 23,610 hryvnias. But this applies to a small circle of people – approximately 20 thousand Ukrainians who receive special pensions,” he added.

At the same time, according to Ivan Khomych, no special changes are planned for the disability pension next year. It will continue to be assigned according to the following principle:

  • persons with the first disability group will receive 100% of the old-age pension;
  • persons with the second and third groups – 80% and 60%, respectively, of the old-age pension.

Due to the fact that the subsistence minimum for persons who have lost their ability to work will increase in 2026, the minimum disability pension will also increase from 2,361 hryvnia to 2,595 hryvnia.

Khomych also said that the pension of a person with experience can be from 2,595 hryvnias – this is the minimum amount, and up to 25,950 hryvnias – the maximum. That is, the amounts of payments can be in this range. But what exactly a person's pension will be – it depends directly on what their official salary was and how much experience they have.

The expert says that the size of a pension is most affected by the official salary a person received. The higher their salary, the larger their pension will be.

If a person has no experience at all, he or she is entitled to the so-called social pension in Ukraine, although in fact it is assistance from the state.

“In order to receive a pension, you must have at least 15 years of experience. A person without experience can only be assigned social assistance. To receive this social payment, you must meet several criteria, in particular, not have income in the form of a salary or other payments, not live with other family members who have income. Persons who meet these criteria can receive the so-called social pension in the amount of 2,595 hryvnias,” the lawyer concluded.

We also recall that senior economist at CASE-Ukraine, expert at the Economic Expert Platform Volodymyr Dubrovsky, predicted what could await Ukraine if time is once again lost and none of the announced reforms are carried out.
