During 2024, the government disbursed over 26 million hryvnias to recompense parliamentarians for expenses linked to leasing residences or lodging in Kyiv hotels. This sum nearly mirrors the amount designated from the budget toward the refurbishment of an apartment block in Borodyanka, Kyiv Oblast, which suffered wartime destruction.

As per assessments from the “Word and Deed” publication, roughly a third of the Verkhovna Rada’s composition secured funds for residence leasing, with the most substantial recompense distributed among representatives of the “Servant of the People” political group.

Under prevailing legal stipulations, legislators lacking personal accommodations in Kyiv or within a 30 km radius thereof are eligible for state rent reimbursement, as many principally dwell within their constituencies and journey to the capital exclusively for parliamentary sessions.

Based on official data from the Verkhovna Rada, as of early 2025, 117 people’s representatives had employed their entitlement to remuneration – accounting for approximately 30% of all parliamentarians. Aggregate budgetary outlays for these necessities in 2024 totaled 26.3 million hryvnias.

The most considerable funds were allocated to deputies from the Servant of the People faction – 87 individuals, who were awarded UAH 19.8 million. Within the Holos grouping, 7 deputies (UAH 1.5 million) utilized leased accommodations, and in the European Solidarity and Dovira deputy associations – 5 representatives apiece (UAH 1.2 million). Among unaffiliated legislators, 4 individuals tenanted dwellings, collectively receiving UAH 0.9 million in indemnification.

Word and deed

Within the “Revival of Ukraine” and “For the Future” factions, assistance for tenancy was granted to three deputies each (0.6 million UAH and 0.7 million UAH, correspondingly). Two legislators secured recompense from the “Platform for Life and Peace” (PLZHM) – to the tune of 0.3 million UAH. The government expended the smallest sum on a representative of the “Batkivshchyna” VO – around 0.2 million UAH.

By way of comparison: 26.3 million hryvnias approximates the expense of renovating a two-story residence for 16 households in Borodyanka, impaired by Russian bombardment. The edifice was reconstructed utilizing public funding as part of a pioneering redevelopment initiative: substantial overhauls were undertaken, encompassing the facade, roof, and utilities, alongside the installation of solar arrays. The aggregate cost of the endeavor roughly equated to the recompense provided to deputies for leasing residences.
