Salary less than one million hryvnias per year: the Verkhovna Rada wants to limit the salaries of officials

The state budget for 2026 proposed by the government of Yulia Svirydenko turned out to be surprisingly deficient, and in order to save money and make it fairer, the people's deputies decided to amend it in the form of a limit on the salaries of officials. Thus, if this amendment is adopted, Ukrainian officials will be able to count on a monthly salary of a maximum of 80 thousand hryvnias.

People's Deputy of Ukraine Danylo Hetmantsev announced that he and the Speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk were preparing such an amendment to the draft state budget. The politician explained this amendment by the desire to fairly distribute the burden of financing defense needs during the war.

“To this end, together with Speaker Ruslan Stefanchuk, a proposal was submitted to the State Budget for 2026 to limit the level of salaries of officials to a limit of UAH 80,000 per month. At the same time, such a restriction will not apply to persons participating in the implementation of measures to ensure national security and defense,” the politician said.

In other words, officials, for example, from the Ministry of Defense, the Ministry of Internal Affairs, law enforcement and security agencies will not be subject to these restrictions. Thus, in his electronic declaration for 2024, the former Minister of Defense of Ukraine Rustem Umerov reported an annual salary of 1 million 623 thousand UAH or 135,250 UAH per month. Denys Shmyhal, who took his place, may not fear a salary reduction if such a law is adopted.

It should be noted that according to the income declarations of the initiators of the amendment themselves, Ruslan Stefanchuk's salary in 2024 amounted to 1 million 67 thousand UAH or almost 89 thousand UAH per month, and Danylo Hetmantsev's salary was 858 thousand UAH or 71,500 UAH per month.

Meanwhile, some Ukrainian officials receive pension payments of more than 80 thousand hryvnias per month after retirement.
