The attack on anti-corruption agencies that took place in July of this year was the most severe that NABU detective Ruslan Maghamedrasulov remembers, as he stated during the consideration of the appeal against his arrest. According to the detective, the case that the SBU opened against him is an attempt by the special service to interfere in the working process of the National Anti-Corruption Bureau. A video of the detective's speech in court was published by the executive director of the Anti-Corruption Center, Dariya Kaleniuk.
“During my time of work (since 2015 – ed.), there have been many attacks on NABU. There have been kidnappings of bureau employees, there have been attacks, there have been threats and attempts to change laws… There have been many steps, but on July 21 there was the biggest attack,” Magamedrasulov said.
That very day, the SBU and the Prosecutor General's Office conducted dozens of searches at NABU employees without a court order. Then, law enforcement officers covered themselves up with “old traffic accident cases.” Maghamedrasulov noted that regardless of the cases the searches allegedly related to, the same things were seized from NABU detectives: phones, laptops, data carriers, access to mail, etc.
“That is, they were not interested in anything except interfering in our work process. Because, I think, there was no secret information in the phones. But still, from the correspondence that was contained there, it was possible to establish the object of interest, our operational-search tasks and the tasks of the investigators who are opening the proceedings. Therefore, I believe that this was such an organized attack on the Bureau. Searches of the first deputy, heads of departments, and senior detectives, who, by the way, are most involved in work in a particularly important direction. Therefore, your honor, I believe that first of all, like other searches, it was an attack on the entire Bureau,” added Magamedrasulov.
At the same time, the NABU detective called what he is accused of “ridiculous.” In particular, because the SBU's public statements differ from the case materials. Which, by the way, was previously reported to the Central Criminal Procedure Code .
“On the Internet resources of the SBU, it says that this is treason. And when we open the material, they say that I was preparing to commit a criminal offense in terms of transferring material values to the aggressor country. But I have a question: why didn't they bring it to the end? If I was preparing, then they waited at least for the attempt or the end of the criminal offense. Why implement it while preparing?”, – added the detective.
According to Maghamedrasudov, the investigation allegedly has two pieces of evidence to support this activity. One of which was an alleged conversation about “Dagestan”, which, as Maghamedrasudov and the Central Criminal Investigation Committee emphasize, was actually Uzbekistan.
“I didn't say it wasn't me. I said that I didn't have that kind of conversation with that kind of transcript. Because the words 'Dagestan program' are completely unknown to me. I suggested that the investigator conduct research, conduct interrogations, because I don't know anything about it, I've never heard of it. The conversation was about Uzbekistan,” the detective said.
He also noted that in two months he had not received any court orders for searches or arrests, or any other documents. Although he and his lawyers had repeatedly made inquiries about them. In addition, he spoke about the beatings during the search. At the same time, Magamedrasulov emphasized that he had been in Ukraine since the beginning of the full-scale war.
“In the first days, I was in the government quarter with Minister Monastyrsky's team. Then I defended the president's office for a while. Then I was with the SBU in Kyiv. In June, I went to the Zaporizhia region with the SBU and spent more than six months there. I have all the grounds for becoming a combatant, I submitted an application back in February. I have thanks from Zaluzhny, the deputy heads of the SBU for the activities we carried out in the Zaporizhia region,” said Maghamedrasulov.
Recall that the head of the NABU interregional detective department, Ruslan Maghamedrasulov, was detained by the SBU on July 21 on suspicion of treason and sent to custody without bail. The SBU accuses him and his father of collaborating with the Republic of Dagestan and even published an audio recording as evidence. However, on the noise-cleared audio track, it is clearly heard that the conversation between father and son was about Uzbekistan .
The detective himself says that he was monitored for a long time , including during his rehabilitation in Spain.
Maghamedrasulov's detention preceded an initiative by deputies to reduce the powers of the NABU and the Specialized Anti-Corruption Prosecutor's Office. The corresponding law, which subordinated them to the Prosecutor General, was adopted the next day , but under public pressure, President Zelensky was forced to submit a bill that repealed this initiative and restored the institutional independence of anti-corruption bodies.
In an interview with ZN.UA, the head of the SAPO, Oleksandr Klymenko, noted that pressure is currently being exerted on certain people to testify that there is Russian influence in the NABU.
