50% discount on utility bills: who can apply in September

Some citizens of Ukraine have the opportunity to use a 50% discount on utility bills. At the same time, an application for the benefit can be made as early as September, the Pension Fund of Ukraine reports.

Officials also specify that the state compensates half of the cost of utility services to the families of fallen servicemen who lost their lives during the war. In addition, other categories of citizens have the right to pay only 50% of the total amount for utility services, including:

  • war participants; wives (husbands) and guardians of children of deceased persons whose
  • death was caused by the consequences of the Chernobyl disaster;
  • certain categories of people who suffered from Nazi persecution;
  • large families;
  • foster families;
  • family-type orphanages;
  • families of guardians.

The benefit can be provided for payment of services related to the maintenance of an apartment building, the supply and distribution of gas, water, heat, electricity, as well as garbage removal.

How to apply for a benefit

To apply for a benefit for utility services, you must contact the Pension Fund of Ukraine. There are several ways to apply:
personally visit the Pension Fund service center or ASNAP;

use remote services via the PFU electronic services web portal or the “Diya” platform;

send documents by mail to the appropriate address of the Pension Fund.

An application and the following documents should be submitted to the Pension Fund:

  • passport;
  • TIN certificate;
  • documents confirming the right to a benefit (for example, a certificate of disappearance or death of a serviceman for family members of the deceased, a certificate of a large family for those with many children, etc.).

The benefit is valid for 12 months from the date of establishment of the right to receive it, but no longer than December 31 of the current calendar year. At the beginning of the new year, the Pension Fund automatically checks the applicant's right to continue the benefit.
It should be noted that the provision of benefits may be denied. The most common reasons for denial are the absence of the applicant in the Unified State Register of Persons Eligible for Benefits, or the family's average monthly income exceeding the established level for benefits, which depend on the applicant's financial situation.
