Deputy Director of the Pension Fund of Ukraine Department, Alena Krasnova, reported that a pilot project has been launched in the country – providing basic social assistance to low-income families. To receive such payments, low-income families must contact the Pension Fund.

In particular, it is reported that in 2025 the state increased the amount of social assistance for low-income families, simplifying the accrual system by combining several types of payments into one.
The subsistence minimum for various categories of the population remains at the level: UAH 3,028 for able-bodied persons, UAH 2,563 for children under 6 years old, and UAH 3,196 for children from 6 to 18 years old.
However, in 2025, the state changed the rules for providing support to low-income families. Now it has become easier to receive basic social assistance, and the calculation is carried out according to a clear formula.

How much will low-income families be able to receive?
In 2025, the state increased the amount of support for low-income families — despite the fact that the subsistence minimum remained at the previous level. This was made possible thanks to a new model for calculating basic social assistance, which provides for:
- greater guarantees for families with children,
- increased coefficients for different age groups,
- a simplified accrual system by combining several types of payments into one.
How is the payout calculated?

According to the State Budget-2025, the subsistence minimum is:
- 3,028 hryvnias for able-bodied persons;
- 2,563 hryvnias for children under 6 years old;
- 3,196 hryvnias for a child from 6 to 18 years old.
For example! A family of five (parents and three children) in 2025 has the following guaranteed level: 3,028 hryvnias + 3,028 hryvnias + 2,563 hryvnias + 2,563 hryvnias + 3,196 hryvnias = 14,378 hryvnias.
If the actual income is lower, the state compensates for the difference. This is how the new formula works: it allows for the calculation of benefits in a transparent and predictable manner.
Who is considered low-income?

A family is considered low-income if its total income is less than the guaranteed subsistence minimum. This is done by taking into account the subsistence minimums of all family members, depending on their age and status.
What is known about social payments in Ukraine?
Currently, large families receive UAH 2,100 per month for the third and each subsequent child up to 6 years old, regardless of income.
Payments are terminated in the event of deprivation of parental rights, misuse of funds, or if the child is fully dependent on the state.
