Shelbourne will play Irish Premier League side Linfield in the first round of Champions League qualifying.
The teams will meet in a two-legged clash next month, with the first game taking place at Tolka Park.
The winner will be guaranteed at least two more matches after the first round.
In the Conference League, St Patrick's Athletic will play Lithuanian club FC Hegelmann in the first round.
Shelbourne manager Damien Duff said: “It's a great day for everyone at the football club, particularly those who have gone through tough times.
“The players and staff watched the draw together and there is already a lot of enthusiasm about the possibility of an All-Ireland derby.”
