Over 136,000 Ukrainians participated in the vote for the name of the national LLM and chose the winner – “Siayvo”.
Main theses:
- The Ukrainian AI was named “Shyaivo” thanks to citizens' voting within the framework of “Action”.
- The “Syavivo” model, developed in partnership with Kyivstar, is designed to improve government services, business, education, and defense in Ukraine.
Ukrainian AI named “Shine”
Syaivo is the first national large-scale language model created by the Ministry of Digital Affairs together with Kyivstar. Syaivo will work in government services, business, education, and defense, helping to process data faster, automate processes, and become the basis for new digital products.
It is noted that 10 titles reached the final – the main selection criterion was uniqueness, originality of the idea without plagiarism and violation of other people's rights. “Syaivo” received the most votes – 22,538.

Deputy Minister of Digital Transformation Valeria Koval said that open beta testing is planned for the end of spring.
It is noted that this model will be able to better understand the Ukrainian context, including linguistic features, dialects, and history.
Kyivstar became the technical partner of the project. The company is financing the development of the model, after which it will be transferred to the state. It was also reported that Google's Gemma model was chosen for its training.
