The Hong Kong Generative AI Research and Development Center (HKGAI) showcased products based on the HKGAI V1 core model at InnoEX2025
The Hong Kong Generative Artificial Intelligence Research and Development Centre (HKGAI), a leading institution driving AI innovation, has officially announced a strategic partnership with FLock.io, an innovator in decentralized AI infrastructure. Together, they aim to revolutionize the efficiency of government and public institutions by developing advanced, industry-specific AI models.
As Delo.ua writes, this is reported by Business Insider.
It is noted that, using FLock.io's advanced, privacy-enhancing federated learning technologies, the partnership will provide secure, transparent, and highly efficient AI solutions specifically designed for the needs of government applications.
This collaboration is an important step forward in implementing decentralized AI as a next-generation model for public sector transformation.
HKGAI and FLock.io will commit resources to this initiative. HKGAI will bring in dedicated research teams and high-performance GPU clusters, while FLock.io will provide its innovative infrastructure for decentralized AI training. This synergy will enable secure collaboration between multiple institutions without compromising on privacy and data protection.
“This strategic alliance demonstrates strong support for FLock.io’s unique federated learning protocol from one of Asia’s leading government AI institutions,” said FLock.io CEO Jiaho Sun. “We are excited to bring decentralized AI infrastructure to government operations, increasing efficiency, driving innovation, and creating real impact.”
FLock.io’s approach allows institutions with sensitive and isolated data to collaboratively and securely train powerful AI models on demand—a critically important capability as governments increasingly prioritize responsible use of AI.
The partnership underscores the Hong Kong government’s proactive stance in implementing decentralized AI solutions to improve public administration and services. HKGAI and FLock.io will continue to explore additional integration opportunities and joint infrastructure initiatives to expand the scale and effectiveness of these innovative models across broader government networks.
About HKGAI
The Hong Kong Generative AI Research and Development Center was established in October 2023 under the government’s InnoHK initiative as the city’s flagship center for the development of generative technologies. Led by the Hong Kong University of Science and Technology (HKUST), HKGAI collaborates with leading local and international institutions to create AI core models and transformative applications, shaping the future of society. In February 2025, HKGAI launched its first large-scale generative AI model, HKGAI V1, marking a major milestone in the development of Hong Kong’s AI ecosystem.
