The Camogie Association has said it will hold a special congress in Croke Park on May 22 to resolve the skorts dispute.
A recent poll found that 83 per cent of county players would prefer to wear shorts instead of skorts or have the choice.
A protest by players from Dublin and Kilkenny last weekend almost led to the match being called off.
Cork and Waterford have also confirmed their intentions to wear shorts at the World Cup final in Munster this Saturday.
