Ukraine’s Military to Shrink: Nation Approves 800,000-Soldier Limit

In a fresh iteration of the peace blueprint, sanctioned by Ukrainian and American negotiators in Geneva, Kyiv consents to cap its military personnel at 800,000, reports the Financial Times, referencing sources familiar with President Volodymyr Zelensky. 

In Geneva, according to press accounts, the US’s 28-point scheme for concluding the war in Ukraine was trimmed to 19 points. The original draft was formulated by special envoys of the leaders of the Russian Federation and the United States: Steve Witkoff and Kirill Dmitriev. Jared Kushner, Trump’s son-in-law, also participated. According to that version, the Ukrainian army was to be curtailed to 600,000.

The matter of territories and NATO has been temporarily deferred. Zelensky and Trump are expected to resolve it during a meeting scheduled for the close of November. Discrete meetings are currently taking place in Abu Dhabi between delegations from the Russian Federation, the United States, and Ukraine. It has been indicated that the Russians are being presented with a revised strategy for ending the war, endorsed by Kyiv and Washington. However, as the FT notes, Russian Foreign Minister Sergei Lavrov has already signaled that Moscow is unlikely to favor it.

Oleg Shamshur, former Ukrainian ambassador to the United States, in the article “Trump's 28 points: how to sell Ukraine” cautions: true peace necessitates not the abandonment of interests, but solid assurances and a decisive European stance. Otherwise, today’s “peace initiatives” might not halt the conflict, but instead initiate its European extension.
