Ukraine is in one of the most difficult moments in history and under pressure, President Volodymyr Zelenskyy said in an address to the people on November 21.

This week, the US offered Ukraine a 28-point plan to end the war. It includes provisions that have so far been red lines for Ukraine: giving up the territories of Donbas under its control, limiting the size of the army, and others.

“We may find ourselves facing a very difficult choice: either loss of dignity, or risk losing a key partner. Either accepting the difficult 28 points, or an extremely difficult winter,” the president said.

The US is insisting that Ukraine adopt the plan by November 27 and, according to Western media reports, is threatening to cut off arms and intelligence supplies if it refuses. Meanwhile, Kyiv is working on counterproposals with European partners.

Zelensky, meanwhile, promises to offer alternatives, constructively seek solutions with the US, and has already held hours-long talks with US Vice President J.D. Vance.

What negotiating strategy should Ukraine choose to maintain its fundamental positions? Forbes Ukraine posed this question to analysts at major Western think tanks.
