Limits on card-to-card money transfers: will their amounts change in the near future?

For over a year now, Ukraine has had limits on money transfers between cards of individuals, and they are periodically tightened. However, the new restrictions introduced on June 1 have not had a significant impact on the market. This was reported to “FACTS” by Hanna Dovgalska, Deputy Chairman of the Board of Globus Bank . According to her, the new card limits introduced by commercial banks on June 1, 2025, did not cause a mass refusal of citizens from card-to-card transfers – the number of such operations decreased by 3-4%.

That is, the predictions are confirmed: the new card limits, which limit the possibility of transfers from UAH 50,000 to UAH 100,000 per month, do not affect the majority of payment card users. Also, according to the expert, a slight reduction in the number of p2p transfers is not critical, so there is no question of revising the tactics of banks regarding card limits yet.

“In my opinion, a reduction of 10-12% would already be quite significant. In this case, we do not exclude that banks could potentially relax the limits a little. Unfortunately, the reduction in the number of transfers does not affect the number of people whose cards and accounts are used in schemes of illegal financial transactions (drops), or cases of fraud, which increase in proportion to the issuance of new cards,” the banker noted.

At the same time, Hanna Dovgalska believes that the effectiveness of card limits as a means of combating tax “evaders”, shadow schemes, etc. should be considered in conjunction with other important mechanisms. In particular, the Verkhovna Rada of Ukraine may soon consider a bill that will regulate the liability of droppers and regulate the creation of the Dropper Register.

“Card limits are just one of the simplest mechanisms for preventing the “virus” of drops. In my opinion, the certification of phone numbers would partially solve this issue. The market is also waiting for the creation of a state Register of Drops. Being included in it will mean an official ban on the use of financial services,” Dovgalska explained.

In her opinion, card limits do not yet cause such a public outcry as they did when they were first introduced. This is because most citizens do not exceed the established transfer limit, and such restrictions do not threaten or affect the financial capabilities of most Ukrainians.

According to her, since the introduction of new card limits, 95% of p2p transfers are in the range significantly lower than UAH 100,000, and about 80% do not even reach the amount of UAH 50,000.

“Don't forget that card limits are not a “punishment” or a restriction of rights. After all, clients who can document significantly higher incomes and need transfers for amounts greater than the established limits can contact the bank, which will increase the limit on an individual basis,” the specialist reminds.

Since the drop in the number of transfers turned out to be insignificant – only 4%, and 95% of the transfers themselves do not reach 100 thousand hryvnias, as Hanna Dovgalska predicts, banks are unlikely to change the size of card limits in the next 6−9 months.

Meanwhile, a bill was submitted to the Verkhovna Rada to create a Register of Drops, against which the card limits introduced in 2024 were directed.
