The Minister of Defence, Denys Shmyhal, has a freshly appointed deputy. This role has been assumed by the prior Ukrainian ambassador to Latvia, Anatoliy Kutsevol , as was communicated by the government’s representative in the Verkhovna Rada, Taras Melnychuk.
“The Ukrainian Cabinet has designated Anatoly Kutsevol to the post of Deputy Minister of Defence for matters concerning European Integration,” Melnychuk stated.
Between 2008 and 2011, Kutsevol served as a leading expert within the European Integration Bureau of the Cabinet Secretariat. Subsequently, for three additional years, until July 2014, he functioned as an Advisor to the Chief Directorate for Economic Policy and the Introduction of Economic Reforms under the Presidential Administration.
Following that period, until September 2016, Kutsevol held the position of Deputy Director at the Governmental Office for European Integration, alongside managing the Strategic Planning Department. During 2016-2017, he also took on the role of Director at the non-governmental organization “Platform of Civic Initiatives”.
In October 2017, Kutsevol was appointed as Director of the Reform Office at the Ministry of Environmental Protection and Natural Resources. He continued in this capacity until December 2019.
Throughout the initial nine months of 2020, he served as a strategic advisor to the Deputy Prime Minister on issues related to European and Euro-Atlantic integration, followed by a stint as an advisor to the Prime Minister, focusing on European integration and the Sustainable Development Goals.
In October of that year, Kutsevol progressed to the position of Deputy Secretary of State within the Ukrainian administration.
On December 23, 2022, the Head of State named Kutsevol as the Ambassador of Ukraine to Latvia , and he formally commenced his diplomatic duties in April of the succeeding year. On October 7, 2025, the Head of State issued a decree relieving Kutsevol of his ambassadorial responsibilities.
