Seeing a doctor via an app? The ministry announces work based on the mObywatel model

As part of the deregulation solutions, we will introduce the presumption of taxpayer innocence, facilities for people with disabilities, expand the services in mObywatel and create an application for arranging and canceling doctor's appointments – announced Maciej Berek, head of the Standing Committee of the Council of Ministers.

As Berek said during Thursday's meeting of Prime Minister Donald Tusk with representatives of the social side on deregulation, among the proposed solutions will be facilities for people with disabilities. He explained that people with a disability certificate related to illnesses that do not promise improvement will not have to repeatedly appear before adjudicating committees. “The condition of this person will not improve and there is no need to verify this,” he noted. He added that experts have already prepared a list of such illnesses.

The head of the Standing Committee of the Council of Ministers announced that the operation of adjudicating committees will also be improved. People with a broader range of specializations than currently permitted by the regulations will be able to adjudicate in the committees, which is to make it easier for patients to get before the committee. He added that the possibility of submitting an online application for a parking card for a person with mobility difficulties will be introduced.

Berek also announced the expansion of the mObywatel application services, where more official matters will be possible to handle by phone.

The changes in deregulation are also to cover taxes and public finances. One such solution is the presumption of taxpayer innocence, where the taxpayer will be protected from unfounded fiscal allegations. “We are ready to expand the legal structure of resolving doubts in favor of the taxpayer in factual situations that raise doubts. The point is that the taxpayer does not have to prove that he is innocent, so that doubts are resolved in favor of the taxpayer,” said Minister Berek.

The draft amendments to the Tax Ordinance, the purpose of which is to resolve doubts that cannot be removed in tax proceedings in favour of the taxpayer, have already been published on the website of the Government Legislation Centre.

Representative of the “SprawdzaMY” initiative, Adam Malinowski, said that there are plans to create an application for the state health service, where it will be possible to make an appointment with a doctor and cancel an appointment that the patient cannot use. He added that patients will be sent text messages with reminders about the appointment and the possibility of canceling it also via text message. “This will allow someone else to use this appointment,” said Malinowski.

He also drew attention to the working hours of offices. He suggested designating one day a week when offices would be open longer, so that all matters could be dealt with after returning from work. “If digitalization accelerates, then maybe working hours will not matter, but currently it is still an important issue,” Malinowski said.
