According to Ukrainian pension legislation, people who have at least 15 years of insurance experience can retire at age 65, 63, and 60, depending on how much they worked and paid taxes.

There is a category of citizens whose insurance experience includes the time of full-time study in higher education. The PFU notes that this rule works only for those Ukrainians who studied before January 1, 2004, when the Law of Ukraine “On Pension Provision” was in force. And after this date, the new Law “On Compulsory State Pension Insurance” came into force – it does not have the specified article, but this document already introduces such a concept as insurance experience. That is, the period when a person worked, paid taxes and this was recorded in the relevant register.
Serhiy Korobkin, an independent expert on pension issues for the publication “Na pensiyi”, explains that periods of full-time study in higher educational institutions, technical schools, vocational schools, educational institutions for advanced training and retraining of personnel, postgraduate studies, doctoral studies, and clinical residency are included in the length of service before 2004.
“Study before 2004 is confirmed by diplomas, certificates, certificates, as well as certificates and other documents issued on the basis of archival data and containing information about the periods of study. In the absence of such information in the documents, certificates on the duration of study in the relevant years are accepted to confirm the period of study, provided that the documents contain data on the completion of the full study period or its individual stages,” he noted.

The size of the future pension depends on both the insurance period and the salary from which the single social contribution was paid. After the start of large-scale Russian aggression, many Ukrainians lost their jobs or began to receive lower salaries. In view of this, a law was passed that allows for periods of low income during the war to be disregarded when calculating pensions.
