Because the situation in the country changes quite often during the war, the Pension Fund (PFU) intends to make sure that payments reach pensioners. Therefore, the conditions for receiving payments for some people on well-deserved rest have been changed, requiring them to confirm their identity every year.

Such a step should also convince the PFU that the person is not receiving payments from the aggressor country, the institution said in a statement.
It is noted that the Resolution of the Cabinet of Ministers of Ukraine No. 299 of February 11, 2025, defines a new procedure for paying pensions and insurance benefits, which recently entered into force.
The new procedure provides for several grounds for suspending or terminating payments:

lack of physical identification: pensioners who are abroad or in temporarily occupied territories must undergo identity verification every year by December 31. In case of failure to do so, payments are suspended;
lack of movement of funds in the account: if no expenditure transactions were made on the account of a pensioner from the temporarily occupied territory and no identification was carried out within six months, payments may also be stopped;
Failure to report payments from Russia: Pensioners from the occupied territories or those who have left for the territory controlled by Ukraine are required to report that they are not receiving a pension from the Russian Federation by December 31, 2025. Failure to do so may result in Ukrainian payments being stopped.

How to restore pension payments
The Procedure also determines how to resume payments. To do this, you must undergo physical identification at a Pension Fund branch or during a video conference;
abroad, you need to contact the consulate of Ukraine and obtain a document confirming that the person is alive, this document is sent by mail to the Pension Fund of Ukraine;
submit an application for the renewal of payments in person or online — in particular, through the PFU electronic services portal or using the Diya service. Signature;

attach the necessary copies of documents (passport, confirmation of status, registration of residence, etc.), certified by a notary or consular institution.
Applications can be sent by registered letter or postal item with declared value. The new procedure does not apply to those Ukrainians who receive a pension under the terms of international treaties ratified by Ukraine.
At the same time, the Pension Fund emphasizes that these changes are aimed at protecting the rights of citizens and streamlining the payment system, and not at reducing the number of their recipients.
