Not 8,688 hryvnias: The Cabinet of Ministers proposed a new minimum wage for next year

In July, it became known about the plan to increase the minimum wage in Ukraine from January 1, 2026 to 8,688 hryvnias. However, due to the negative forecast for the duration of the war, the Cabinet of Ministers decided to make it 39 hryvnias less.

RBC-Ukraine reports this with reference to a letter from the Cabinet of Ministers of Ukraine. Due to the fact that the government included its forecast in the draft state budget for 2026 with a scenario of a longer war, the “minimum” in 2026 is planned to be 8,647 hryvnias, not 8,688, as previously announced.

The decrease in the minimum wage is explained by the use of macroeconomic indicators under scenario 2, which assumes longer periods of military operations with corresponding consequences for the economy. Thus, according to the forecast of the Cabinet of Ministers, the minimum wage in the event of a prolonged war will be:

  • from January 1, 2026 — 8,647 hryvnias (8,688 hryvnias under the optimistic scenario);
  • from January 1, 2027 – 9,347 hryvnias (9,374 hryvnias);
  • from January 1, 2028 – 9,997 hryvnias (10,059 hryvnias).

At the same time, the Cabinet of Ministers wants to raise the subsistence minimum:

  • per person — 3,209 hryvnias (in the foreground — 3,171 hryvnias);
  • children under 6 years old — 2,817 hryvnias (2,783);
  • children aged 6 to 18 years old – 3,512 hryvnias (3,288 UAH);
  • able-bodied persons — 3,328 hryvnias (3,288 UAH);
  • for persons who have lost their ability to work — 2,595 hryvnias (2,564).

Currently, the subsistence minimum is 2,920 hryvnias.

Meanwhile, the Cabinet of Ministers predicts an increase in the average salary in 2026 to 30 thousand hryvnias, and in 2028 to almost 40 thousand.
