The government adopted a draft amendment to the act on the mObywatel application on Tuesday, which introduces new functions in the application, including the mLegitymacja Nauczyciela, mStłuczka and the virtual citizen assistant. The proposed changes also expand the possibilities of electronic signatures.
The draft amendment to the Act on the mObywatel application and other acts prepared by the Ministry of Digital Affairs develops the application, expanding it with new services.
The most important changes include new documents and functions that will increase the convenience, availability and security of using public services, the Ministry of Digital Affairs announced.
For example, the mLegitymacja Nauczyciela will be introduced, i.e. electronic confirmation of professional status, integrated with educational systems. The document allows, among other things, for quick verification of discount entitlements and is also intended to help in contacts with public institutions.
Another new feature is a certificate of professional authorization in the field of geodesy and cartography. The amendment will also allow application users to sign a document with a qualified signature or a trusted signature. The extension will enable verification of submitted electronic signatures.
The application will also feature a virtual citizen assistant who will indicate the appropriate services, answer questions and help navigate the application. The Polish language model PLLuM will be used to launch it, the first tests of which have already been conducted.
The assistant is planned to be launched later this year.
Another new service that will allow for faster and more convenient reporting of a road collision will be mStłuczka. It will allow drivers to quickly submit a collision statement using the mObywatel application – without the need to print documents or search for forms. Thanks to integration with state registers, most of the vehicle and participant data will be automatically filled in. In addition, the user will also be able to attach photo documentation and submit a complete report to the injured person's insurer.
The amendment will enable the mObywatel application to provide access to various services that are not directly mentioned in the Act, but are provided by public or non-public entities maintaining registers or IT systems.
“Expanding the catalogue of documents, simplifying access to public services and increasing their security are elements that strengthen the position of mObywatel as a modern tool for everyday use – available to an increasingly wider group of citizens” – assessed the Ministry of Digital Affairs.
