The former head of the Poltava Regional Military Administration, and now the head of the State Financial Monitoring Service, Philip Pronin, stated that the construction of fortifications in the Donetsk region, which the OVA was engaged in during his leadership, was transparent, and the estimate increased due to the cost of materials.
As reported by MP Yaroslav Zheleznyak, Pronin arrived today at the summons of the parliament to clarify the situation and stated that all work was carried out in accordance with the requirements, although military experts speak of their imperfection and the impossibility of fulfilling the main task – protecting the lives of the defenders of Ukraine.
“Everyone is telling lies, the prices are generally high, “who built it knows”… But there was also a confession. He said: “I personally supervised the construction of the fortifications,” – Zheleznyak noted from the parliament's meeting hall.
At the same time, the deputy recalled that the territorial department of the Bureau of Economic Security in Poltava region back in 2024 opened criminal proceedings No. 72024171010000015 dated 06/21/2024 “on the grounds of a criminal offense provided for in Part 5 of Article 191 of the Criminal Code of Ukraine.” However, it was almost not developed further.
After his speech, Pronin left the parliament's meeting hall and the deputies did not have the opportunity to ask him questions.
Today, Zheleznyak announced that the National Anti-Corruption Bureau has requested all case materials from the BEB and will continue the investigation.
Recall that, according to Yaroslav Zheleznyak's investigation, the fortifications in Donbas were built by the company “Enki Construction” LLC. During the construction, the cost of the project doubled – due to inflated prices for materials and fictitious services that were not performed.
After the fortifications were surrendered, they were in extremely poor condition and in practice could not protect the Ukrainian military from threats on the front line.
Zheleznyak noted that the former head of the Poltava OVA, and now the head of the State Financial Monitoring Service, Philip Pronin, his deputy Bohdan Korolchuk, and the first deputy director of the Poltava OVA Construction Department, Vitaliy Kulinych, were well aware of the scheme. Law enforcement agencies were also aware of the fraud, and they recorded a number of evidence, but decided to “cover up” the case.
