The Department of Health and Human Services is placing a hold on $10 billion in federal funding across five states governed by Democrats due to accusations of deceptive child care programs, an HHS representative confirmed to ABC News.
The HHS representative verified that the states involved are California, Colorado, Illinois, Minnesota, and New York.
